In the event a siting Press became unable to care out the duties of the office or died while in office, the Speaker of the house was appointed to carry out the duties of the office until such a time THAT A NEW PRESIDENT COULD BE ELECTED. The framers were intelligent men, and they recognized that a rotten Barsteward like LBJ could murder the sitting president, and grab the reins of power if the VP simply slid into the presidents seat.
