Of course that's reasonable. However, it's also theory. In practice buses frequently run late due to heavy traffic, accidents, road blocks etc. So, if the schedule for Markham's bus was indeed 1:12, the bus may well have arrived 3 minutes late. On the other hand, Markham's estimate of 1:15 could simply be wrong by three minutes.
A person using the bus ( Like Helen Markham) would be at the bus stop a few minutes early. Of course she would. Leaving home at approx 1:06, a four minute/2 block walk would have gotten her to the bus stop on Jefferson at around 1:10, in plenty of time for the 1:12 bus. There is no way that she would still be at 10th/Patton at 1:14 - 1:15! She would have passed there around 1:09.
