So, according to the FBI memo, there was word in the FBI that a Secret Service agent had found a bullet in the limo on 11.22.

No it sounds like the Secret Service search of the limo in Washington that night, a search that discovered the fragmented bullet that had struck JFK in the head. The memo specifically stated the Secret Service had searched the limo for bullets. Do you really think Landis did that?
