They "avoided" it because they knew it never happened. No cop ever "stopped Oswald in the Lobby" of the Depository. Oswald was stopped only one time in the TSBD by a policeman on 11/22, and that was by Marrion Baker, of course, and that occurred in the second-floor lunchroom. That fact was verified for all time by Roy Truly (and by Baker too).
