My problems with this are more philosophical. Given Oswald's purpose for going to MC and the state he was in after that purpose was frustrated, I find it exceedingly unlikely that anyone in any official capacity would have thought he was a likely candidate to assassinate JFK - or even a candidate for a discussion of the topic.

At the time of the MC trip, no one, not even Oswald, could possibly have known the golden opportunity chance circumstances were going to give Oswald to assassinate the POTUS. No one knew he was going to get a job at the TSBD. No one knew there was even going to be a motorcade through Dallas or that it would be routed down Elm St., right by the TSBD that Oswald would later be working at.

The assassination was a crime of opportunity. Had Oswald not been working in a building overlooking the motorcade route, I doubt any of us would even know who he was, even if he committed some other screwball act that might have given him some brief notoriety, such as assassination someone like General Walker.

LP--

Maybe. Before JFK went to Dallas, LHO scoped out jobs along the route, and in one case, asking about the view from the rooftop of the employer's place. I apologize, I have lost the cite.

I would say LHO planned to assassinate JFK, or stage an event of some sort.
