Gunman at the entrance of the Depository?

Has anyone theorized a gunman or spotter at the entrance to the Depository?
This image strongly suggests a person in the posture of a sniper... or perhaps a spotter...
Are there frames missing from the Tina Towner Film?
Is this why heads are turned in Altgens #6?
