In the context of our "discussion," it's a military "rules of engagement" expression that applies to a 25-foot boat that was hundreds of miles from American territory when it was illegally attacked, and upon the capsized hull of which two shirtless men were standing and trying to surrender when Petey Boy Hegseth murdered them.
