I'm not sure how I've used the words in the past, but I think of "shooter" in this context as someone who actually took a shot at the president... gunman would be someone on site with a gun, perhaps, prepared to shoot...

So, I don't know if this person would have taken a shot at the president... but being hidden behind the wall makes me think he was prepared to do so...

Yeow!
This guy shows up in frame 218 (with enhancements to aid in viewing)...
Not sure if he's just a gunman, or a shooter... but he's ready to take aim and fire!
