It always struck me as odd that Chapmen didn't invoke an insanity defense. Or the court didn't do it on his behalf. He was clearly deranged and made no effort to even flee the scene. The classic test for an insanity defense is whether the defendant can distinguish right from wrong and making no attempt to leave is the best means to test that conclusion. In contrast, Hinckley is out of jail because of his mental condition.
