It does look weird but as you say it's probably just something behind him.

I don't think he is still wearing it, Michael.

What you see as his Jacket is, in my opinion, his Shirt, and as John indicated, he is wearing his Jacket wrapped around his waist.

You can see Roy is wearing his shirt under his jacket in this Cooper/Cook frame.
