Dealey Plaza buildings alteration

Does anyone know when the building(s) were altered and why ? ( County Records ? )

If you go to google street view, you can see large steel buttresses sticking out of the sides of County Records building. I presume these are temporary structures which will be taken down after the renovation works.

Update:
It seems that at least the west side exteriors of the records and courts buildings are complete. The first photo was taken in 2014 and shows the building complex before the recent remodeling. The second and third photos taken November 22 show the glass exterior of the new construction.




One other recent change to Dealey Plaza in the last few months is the removal of the overhead signs and posts (now traffic cones) that replaced the Stemmons and Thornton signs in 1964. Perhaps this is just a temporary change.
