I read somewhere that in 1963 a new elevator was installed from floors 1-4, meant for office staff

Yes, and the passenger elevator in the NE corner was twice as fast.

I found my algebraic workings from some years back regarding determination of the various timings provided in WCD5 provided here....

I was in error in my recollection earlier in the thread.

Time for the passenger elevator to come up 4 floors = 19 seconds  down was 13 seconds         
The freight elevator up 5 floors was between 36 seconds - 38 seconds. Just over 7 seconds per floor.
Time to travel 5 flights of stairs was 33 seconds......ie a bit faster than taking the elevator.
