Apparently submitted before the birth of the oldest Oswald child.
This one went silently by the public and was certainly ignored by the authorities.
This was not at all the acceptable State Department process for proof of support.
The acceptable process would be a proper State Department affidavit of support form and would be necessarily accompanied by Federal Income Tax declarations for [at least] the previous three years.
Those who have obtained visas for their foreign wives/or fiances` would know this.
The income tax records of Lee Harvey Oswald [as well as Jack Ruby] remain classified.
That it [a scrappy handwritten note] even seemed acceptable is laughable when we read that after all the claim of support/employ-ability/great job seeker etc...that they [upon residing in the States] would be living with Mommy ::)

It would seem to me that if you, I, or anyone else would have pulled off a separation from service based on a hardship discharge surrounding financial constraints..subsistence..or sustenance placed on our mother and then instead of complying with these stated duties, we obtain a passport and set sail overseas...if we came back to the states we would be arrested by the FBI and/or Military Police for fraud.
We would be confined and most likely sentenced to prison by federal court.
Why wasn't Oswald?

Because the release from active duty due to hardship was just a scam....   The CIA needed to get a men in Russia prior to Frances Gary Powers U-2 over flight.    Agent Oswald was one of their men.    Lee applied for his passport BEFORE he was released from active duty.

  Commission Exhibit 780 contains the review of Oswald's discharge.
On page 664 [scroll down] Oswald completed a high school equivalency [USAFI] and graduated 46th out of a class of 54...[not very high] Read his hand written letter for discharge reconsideration page 653 on and see that his English spelling is horrible. Oswald's GCT [a military aptitude test] was 105....[not very high at all] Yet Lee Oswald could read and write Russian script. Not just Russian print but script as well.
Russian is a very difficult language to learn and I just can't believe that a relatively poorly educated person could master Russian in his own spare time for no apparent reason like it was a hobby.
If anyone here speaks a foreign language, they should agree that one has to be highly motivated and have a definite concrete reason for learning it.

According to the record [CE 780]...Oswald petitioned for a hardship discharge on Aug 17 1959
According to the passport record...Oswald applied for a passport on Sept 4, 1959--issued on Sept 10~~~

On page 663 of CE 780...Oswald was released from active duty Honorably on Sept 11 1959.

American officials in Moscow had no knowledge that Oswald was in Russia until October 31, 1959, more than 2 weeks after he had arrived, since he failed to register at the U.S. Embassy, as Americans traveling through Russia normally did.   
   
 There was no such obligation. Allegedly Oswald renounced his citizenship upon visiting the American Embassy. 
The archive page fails to mention that Oswald managed to travel [somehow] to Finland and commanded to obtain a Russian visa in one day!
