Seems to be MKT Business Car 403. MKT: Missouri-Kansas-Texas Railroad (MKT: "reporting mark"; MK&T" "road name"; nickname was "Katy Railroad" based on K-T initials). The MKT reached Dallas in 1886.

1913  Build by American Car and Foundry Company.
   Standard heavyweight coach with clerestory roof
1946-48  Rebuilt as Business Car 403.
   Mahogany interiors, dining room, stainless steel kitchen
ca. 1960  Parked with other business cars on lead in Dallas "North Yard"
1967??  Moved to Union Terminal
??  MKT 403 sold to private party

From various sources. Claims that car was in Clinton/Gore 1996 "21st Century Express" or hosted Presidents are unsubstantiated.
