Does anyone know when Oswald's picture first appeared on TV on the afternoon of 22 November 1963?

This is probably the first?, I don't know what was edited or the timestamp but the footage before and after Oswald's image is describing events in real time so you can get a rough estimate.

Thanks John. The reason I am asking is for the timeline project. Those at 1026 N Beckley, Mrs Roberts and Mr and Mrs Johnson, mention that shortly after the DPD arrived Oswald's picture appeared on the TV and they realised OH Lee was him. The police who attended confirmed this in their statements and testimonies. However Mr and Mrs Johnson both indicate the time that this happened as what appears to be way too early. I think the first image of Oswald appearing would be a more reliable timestamp.

As I recall, and I'll return to confirm it, it was about 3:30 pm CST. Using Det. Potts 3:00 pm est. arrival at 1026 N Beckley and the
brief wait before the first TV images appeared for the Johnsons and Mrs. Roberts to view as Det. Potts anticipated, and DVP's archive as confirmation, there was some agreement on the time fix.

In the WFAATV footage they mention that Connally's doctor was going to conduct an interview in about 15 minutes.

This video mentions upcoming Connally statement expected in 15 minutes.
Oswald  image first appears at 3:03:25. If the video is 3 hours, 14 min. of uninterrupted recorded feed
beginning with first live report of JFK shooting, then the first image of Oswald is aired at approx. 3:33 pm, cst.

Many thanks to John and Tom.....your efforts are appreciated gentlemen. So it looks like the time of arrival of the first police at 1026 N Beckley is shortly after 3pm as reported by those that attended. The picture of Oswald shown was taken from his arrival at City Hall just before 2pm.

given the magnitude of this particular incident, would ANY doctor make such a proclamation without ACTUALLY having SEEN the bullet in the leg?

How predictable, like clockwork someone makes the above "observation". Shaw was relying on the other doctors who operated specifically on Connally's wrist and thigh. Shaw was focused on Connally's devastating chest wound, and it seems like Shaw wasn't overly concerned with minor flesh wounds which were being well cared for by separate surgeons.

Mr. SPECTER - You have described, in a general way, the chest wound. What other wounds, if any, was Governor Connally suffering from at the time you saw him?
Dr. SHAW - I will describe then the wound of the wrist which was obvious. He had a wound of the lower right forearm that I did not accurately examine because I had already talked to Dr. Gregory while I was scrubbing for the operation, told him that this wound would need his attention as soon as we were able to get the chest in a satisfactory condition. There was also, I was told, I didn't see the wound, on the thigh, I was told that there was a small wound on the thigh which I saw later.

John, both Senkel and Potts stated they arrived about 3pm. The picture of Oswald appeared some minutes after that. They had looked at the roominghouse register and were waiting when Roberts and Johnson saw Oswald on TV. The  Connolly surgery concluded at 3.20pm. So perhaps a 3.33 timestamp is reasonable.

Lee was dragged from the theater at about 1:50 pm.....there were TV cameras there at the time....and Lee arrived a DPD headquarters at about 2:15 pm and there were TV cameras there at that time....    Several people said they had seen Lee Oswald on TV that afternoon....HL Brennan, Domingo Benavides and several others said that they saw Lee on TV .....  So perhaps Mrs Roberts saw those TV images....
