A bullet wasn't taken from the body of Connally. A nurse did not have possession of a bullet removed from Connally. Wright gave the bullet that he received from Tomlinson to Richard Johnsen. The memorandum was unmistakably about the fragments removed from Connally. Nolan received bullet fragments, not a bullet. Loeffler was not assuming that Nolan had a bullet as well as the fragments. Loeffler was not assuming anything in that memorandum. Stop being so ridiculous. The memorandum is a clear example of an FBI agent referring to bullet fragments as a bullet.

 BS: That memo is clearly bullet and fragments.

The memo is about the fragments removed from Connally. I posted it as an example of an FBI agent referring to bullet fragments as a bullet. If you were familiar with the subject, you wouldn't have ended up with your foot in your mouth.

OP Wright carried a bullet around in his pocket for a 1/2 hour.
The FBI refused to take it.

So I got a hold of a Secret Service man, and they didn't seem interested in coming to look at the bullet in the position it was in then.

and I carried it some 30 or 40 minutes. And I gave it to a Secret Serviceman that was guarding the main door into the emergency room.

Barker: Mr Wright, when you gave this bullet to the Secret Service agent, did he mark it in anyway?
Wright: No, sir.

Barker: What did he do with it?
Wright: Put it in his left hand coat pocket.

Barker: Well now, did he ask your name, or who you were, or any questions at all about the bullet?
Wright: No, sir.

Barker: How did the conversation go? Do you remember?

Wright: I just told him, this was the bullet that was picked up on a stretcher,
that had come off the emergency elevator, that might be involved with the wounding of the Governor Connally.
And I handed him the bullet, and he took it, and looked at, and said, "O.K." and put it in his pocket.

The phone call was clarifying what he had told to a secret service agent.

 Thumb1: Right back ya. He is referring to the bullet and what he was told about fragments

How can you think a memo with the name OP Wright and the word bullet is referring to fragments as the same?
I'm not aware of him finding - being given  - or having anything to do  - with any fragment JBC or JFK.
He only found a bullet.
