To settle this nonsense once and for all, I made a small GIF from Wiegman's perspective.

Wiegman sees an opportunity for some dramatic footage and runs to the steps, the camera POV passes over the steps
The camera goes from shaking wildly to being incredibly steady for a few seconds, which means he isn't stumbling, but is resting his elbow on the the top step which is obvious in Steve's Bell still, in Bell's stabilized footage and the height of the camera in Wiegman's footage.

You are wasting your time, John.
Even though it's crystal clear from the Weigman footage you posted that the camera POV suddenly drops down to floor level just before it becomes steady. The top of the concrete walkway comes into view as Weigman rests on it to take his film of the Hesters. The Bell footage shows Weigman in exactly the position required to agree with the footage he took - sprawled across the steps, elbow resting on the concrete walkway.

Excellent work, John, as always!   

I think the next step would be to find someone here in the forum who lives in Dallas or very near, to go to Dealey Plaza and take their cell phone, and mimic Dave Wiegman filming from the steps, lying in the same position he is in in the Bell film, and also in the position Royell claims he's in?

   How about just looking at the level of Wiegman's feet vs the feet of the guy standing to the (R) of the Bench/at the base of the Pedestal? Both Wiegman and this other person are clearly standing at close to the same level on the Knoll Grass. These higher definition JFK Assassination Images make this obvious.
   Wiegman NEVER said he layed across the steps, and No Eyewitness has ever said they saw him laying across the steps. A man wearing a suit and hat, and holding a camera, while being "sprawled" across those steps would certainly be ingrained in the memory of the eyewitnesses inside Dealey Plaza. How many eyewitnesses noted the Newman family being "sprawled" on the ground? Seeing something such as Wiegman laying across the steps would also be memorable.
