DUNCAN - Thanks. As detailed by Trask in "Pictures Of The Pain", I believe the train yard footage and other filmed segments in front of the TSBD were filmed by Don Cook KTVT-TV.

Video: The "Roy Cooper" Film

Take a good look at the 23:19 mark on the above Don Cook film. It is time stamped at roughly 12:40. On the (L) you can see a "Military Man" wearing military attire. There is something reflecting the Sun on his (L) Chest. Maybe a "badge" of some kind or "fruit salad" that the military commonly wear. I also believe this guy is wearing a soldiers cap that is along the lines of the hat a soda jerk wears. This cap has a medal of some kind attached to it that is also reflecting the Sun. He is coming from the Elm St Extension at 12:40. This would be only 2 minutes AFTER we see the "Bogus Motorcycle Cop" heading toward/down the Elm St Extension on the Darnell Film.
I have found a higher definition "colorized" copy of this same Cook Film footage. This Military Man is quickly slicing across the train yard and heading toward the caboose of the string of passenger train cars. This same caboose area is where we 1ST SEE the Bogus Motorcycle Cop on the Darnell Film.  This Military Man and The Bogus Motorcycle Cop have the Elm St Extension and the Train Caboose in common.
