On 11/23/63, Chief of Soviet Russia Division Counterintelligence Tennent H. Bagley reported that Soviet Russia Division Chief David E. Murphy had just sent a cable to James Angleton from Frankfurt in which he said he’d been told by MI5’s Arthur Martin that Captain Ian Maxwell was a scientific advisor to British Prime Minister Harold Wilson and speculated that this might lend credence to Anatoliy Golitsyn’s allegation that Wilson was a KGB “mole.”

Factoid: Captain Ian Maxwell was Robert Maxwell’s USSR-connected father.

In Chapter 6 of his anti-CIA magnum opus, “State Secret,” Bill Simpich paranoically wrote, “Like Angleton, Bagley believed in Anatoliy Golitsyn’s theory of the ‘Monster Plot’ – that the entire Sino-Soviet split was a fake maneuver designed to lull the West into dropping its defenses and making itself vulnerable to the Communist menace. Bagley went so far as to write [sic; he passed on Murphy’s words] in his November 23 memo that ‘one of Harold Wilson’s principal scientific advisors is Captain Ian Maxwell, who has a long Soviet intelligence background. This may shed new light on (Golitsyn’s) report, i.e., that Harold Wilson may be a Soviet agent.’ Like Bagley, Mexico City station chief Win Scott was a ‘Fundamentalist’ – one who subscribed to Angleton and Golitsyn’s school of thought about a monolithic Communist threat – and it’s no accident that Scott’s pen name for his Mexico City memoirs was Ian Maxwell. Scott did not want Maxwell to be forgotten.”

My comment: The KGB "Master Plan" that KGB Major Anatoliy Golitsyn tried to warn the CIA and the FBI about when he defected from Helsinki on 15 December 1961 was about lots more than the Soviet-Russia Split. It was about how the KGB had, in 1959, set up deception-based Department D in the First Chief Directorate (today's SVR) and deception-based Department 14 in the Second Chief Directorate (today's FSB) to wage disinformation, "active measures, " and mole-based strategic deception counterintelligence operations against us and our NATO allies.
