I timed the walk...
South on Beckley to Fifth
East on Fifth to Lansing
South on Lansing to Tenth
It took me 14:55, no running or speed walking.
I was disappointed to learn that the time won't work.
However, Lansing is more like an alley than a street. One could run or jog down Lansing without being noticed.
Lansing runs parallel to Marsalis but is much less busy. Did Oswald take that route (with the library at Jefferson & Marsalis in mind) and jog a bit down Lansing? Who knows.

This route is depending on LHO getting a bus near Marseilles to Mexico? But there is no evidence that LHO was familair with the bus routes down there.
