I assume this is talking about HT/LINGUAL, about which I once did a pretty thorough study. It was HIGHLY compartmentalized because it was unauthorized and illegal. It blossomed into a huge DOMESTIC surveillance operation as well and became quite a public scandal thanks to the Church Committee. I don't recall all the details, but they are easily discoverable. Oswald being caught up in it had no Oswald-specific sinister implications. It is, to borrow the popular term, a nothingburger insofar as the JFKA is concerned.

This is, alas, all-too-typical of the hysteria that characters like Morley, Newman, Stone and Di Eugenio try to generate. (1) Oswald being included in HT/LINGUAL + (2) the CIA lying about HT/LINGUAL does not add up to "the CIA having some special interest in Oswald" or "Oswald being part of some CIA mission." It adds up to "business as usual for the CIA" and "Oswald being on the HT/LINGUAL radar because he defected to Russia."
