In Search of the Oswald Operation, Part Five

Jefferson Morley claims that Agustin Guitart's 201 file shows that he was spying on pro-Castro Cubans in New Orleans. He thinks this is proof that CIA eyes were on Oswald in New Orleans. but his 201 file, which was reviewed by the HSCA, says nothing of the kind.

At some point in this I think Morley will (if he hasn't already) probably try to tie all of this together and claim a "mosaic theory" of a conspiracy, of the framing of Oswald and the assassination by the CIA. It's a play on the "mosaic theory" of the Fourth Amendment where constitutional scholars argue that the totality of actions by the government in surveillance of someone and not individual acts that create an illegal search. It's the collective searches/monitoring of a person and not individual acts that create this illegal mosaic.

So with Oswald there will be no single event, no single "tile", that shows a conspiracy. It's these separate or isolated "tiles" that collectively show one. E.g., Oswald on the mail monitoring program, Oswald and the CI monitoring of the FPCC. None of these by themselves indicate something sinister, something deeper. But if you put the tiles on the background and step back a mosaic pattern or picture emerges. And it says CIA.

In fairness to this argument, it's similar to the lone assassin argument about Oswald. It's the totality of his actions that point towards him. Similarly Morley will argue that the totality of the surveillance of Oswald by Angelton/CI points towards them. What you see, as the saying goes, depends on where you sit.

When I was on the Ed Forum, there was a longtime CTer who nevertheless became almost a fan boy of mine and privately egged me on. He was a follower of Newman, and I recall him saying "If Newman can ever bring it all to Dealey Plaza, we'll have something to talk about - but I doubt he ever will." That would be my biggest challenge to the Newman/Simpich/Morley wing of Conspiracy World - what's it really got to do with the events in Dealey Plaza?
