BUT! My question is: How do you know that this man, the fellow in the maroon top in all these images, is indeed the TSBD worker Mr. Roy Edward Lewis?

I don't think he is still wearing it, Michael.

What you see as his Jacket is, in my opinion, his Shirt, and as John indicated, he is wearing his Jacket wrapped around his waist.
