I just found this program the other day :D It's called PHOTOSCAPE.....and it's FREE! Download it and take it out for a spin. I think you'll like it!
One nice feature is that it's also capable of creating animated gifs....quickly and easily. ...quick re-sizing of the frame size too. And yes...you can
