Josiah Thompson does not have a hatman behind the fence. He has a shooter behind the fence.
What you are calling a hat is merely his hair.

Bond took her photos when people had already swarmed up the knoll and to the area behind the fence ?!
That really looks like the shape of a hatted man, a bit pale though, looks like it has been sketched in.

it reminds me of this man, he also wears a hat and was seen shortly after the shots in the area behind the fence.

Well, Gerda, I think that this guy's the same guy (Long Coat Man or one of his Long Coat colleagues) who gave the signal to Tan Jacket Man right before TJM handed that small black object off to Blue Coated Cuban-Looking Man in the parking lot in the Robert Hughes film.  He does look tall, doesn't he, and he is wearing a long coat, isn't he? And he's already in the parking lot, isn't he?  Hmmmm........

Is this an artist's impression (drawing) of someone who was seen behind the picket fence right after the assassination??

Regardless of whether it's a drawing or a photograph, he reminds me of Long Coat Man, you know, the "man of authority"who I claim gave Tan Jacket Man a signal right before TJM, I assert, handed something small and black off to Blue Coated Cuban-Looking Man in the parking lot in the Robert Hughes film.

the image I was posting above indeed depicts LongCoatMan from the Hughes parking lot footage. There were many men wearing a hat that day, and I don't know if the man in Duncan's image (Bond #4) wears glasses, like the LCM does. Or even a hat, it looks that way, yes.
Malcolm Summers who stood near Babushka Lady when the shots were fired, shortly after he ran across Elm towards the North Pergola and encountered a man with a gun under his coat.
