Heres the thing: cameras weren't anything new in 1963, they'd been around for over 100 years. The use of cameras by intelligence gathering forces wasn't anything new, back then as today, one just knows that if you approach certain embassys, you are going to be photographed. Today its probably all embassys. So if someone was trying to frame Oswald, they must have been pretty stupid to think nobody would notice it wasn't Oswald. What makes a lot more sense is that someone was using his identity, never expecting that the real Oswald would be in the news in a few weeks. Who would do that? Well, would the Russians try to use his identity? Probably not, their actions seem to verify that they wanted him out of their hair, and so once he was gone back to the USA, its doubtful they would try such a dumb move. They wouldn't have the control they needed, if Oswald was behind the curtain, under their thumb, then maybe they would use his identity. Also they didn't need any help approaching the Cuban embassy, did they? If they wanted access to Cuba all they had to do was pick up the phone. The only realistic source for who was impersonating him had to be some entity on USA soil. Someone who knew his history, who could forge passports, who would have a motive to try and gain access to Cuba for reasons we can only speculate about. But it boils down to 1 or 2 possible reasons, doesn't it? Its gotta be either the CIA or one of the military intelligence agencies. One thing for sure, Oswald is a perfect choice for an ID to use to spy with. Where did those photographs come from originally, meaning who exactly was it that released them? Our own CIA could have, as in a hey lookit this everyone, someone was passing themselves off as Oswald, but we detected them while we were busy keeping you all safe, thus diverting attention away from themselves. Plausible deniability. They may have feared the Cubans releasing photos of the same guy, so why not head this mess off at the pass?
IMO this is a key piece of knowledge, one that is passed over too often by researchers. The question should get serious attention by all: who was it that was using Oswald's ID in Mexico City? The answer will lead us to the truth.
