Thank you Robin ! do i see it right that the stair-elements are seperatet, that there is no connection between them in order to walk from one element to the other ? Folding fire escapes, you can enter at any level and walk down but you can not walk up them, they swing down to the one below it when you reach the bottom depending how fat you are, the last one will have a counter weight that hits the street when you reach bottom, they got rid of these a long time ago as they didn't work too well, more than likely you are looking at a broken set of fire escapes,
