Miles,
I have watched that clip several times, and most certainly it is dust and debris. Look st the point of origin, and you will see the dust lifts in a large area, basically encompassing the whole port he is shooting out of.
Whitman was shooting a Remington 700 in 6mm, a .35 cal pump rifle, and an M1 which is 30-06.
None of these would produce that kind of smoke.
Ya see they invented smokeless cartridges in about 1891.
There is far to much smoke for a smokeless cartridge, and unless Whitman loaded his own, using black powder, then it has to be debris.
Perhaps Whitman had a musket up there that no one has ever found?
Perhaps Whitman is the first person in history to successfully snipe.....with a blunderbuss......
